Uğur İbrahim Altay was born in Konya in 1974. Altay completed his primary education at Selçuk Primary School, his secondary education at Mevlana Middle School, and his high school education at Konya Gazi High School.
He graduated from the Department of Civil Engineering at the Faculty of Engineering and Architecture at Selçuk University in 1997.
After working as a Project Engineer for one year, Uğur İbrahim Altay fulfilled his military service in Şırnak as a reserve officer in the 263rd term in 1999.
Uğur İbrahim ALTAY, who has implemented many high-quality projects as a civil engineer, served as Vice President of the Konya Branch of the Chamber of Civil Engineers (TMMOB) between 2004 and 2008. He was then elected President of the Konya Branch of the Chamber of Civil Engineers (TMMOB) in 2008.
Uğur İbrahim Altay began his term as Mayor of Selçuklu Municipality after the elections on March 29, 2009, and was re-elected to the position of Mayor of Selçuklu Municipality after the elections on March 30, 2014.
Uğur İbrahim Altay, elected Mayor of Konya Metropolitan Municipality by the Metropolitan Municipal Council on May 3, 2018, was re-elected Mayor of Konya Metropolitan Municipality in the March 31, 2019 elections. He was re-elected Mayor of Konya Metropolitan Municipality in the local elections held on March 31, 2024.
Uğur İbrahim Altay was elected President for the 2023-2024 term at the United Cities and Local Governments (UCLG) World Congress Presidential Elections held in Daejeon, South Korea, in 2022.
Uğur İbrahim Altay, who took office in October 2023, continues to serve as President of UCLG-World Cities Association, which brings together more than 240,000 municipalities worldwide.
In addition to his roles as Mayor of Konya Metropolitan Municipality and President of the World Cities Association, Uğur İbrahim Altay also serves as:
- President of the Turkish World Municipalities Union,
- Vice President of the League of Historical Cities (LHC),
- President of the International Union of Agricultural Cities,
- Chairmanship of the Organization of Islamic Capitals and Cities (OICC),
- President of the Union of Anatolian Civilizations Municipalities,
- President of the Konya Municipalities Union.
Uğur İbrahim Altay is married and has three children.
